Portland vs. Vancouver Minimum Wage: Washington's 2027 Raise Widens the Gap
PORTLAND, OR — Starting January 1, the Interstate Bridge will separate two minimum wages that sit 93 cents apart. Washington announced on September 30 that its statewide floor rises to $17.73 an hour in 2027, while the Portland metro rate holds at $16.80 until Oregon's next adjustment in July. For anyone weighing a Vancouver job against one in Gresham, the river matters a little more now.

π΅ Portland and Vancouver Minimum Wage, Side by Side
Oregon runs three tiers. The Bureau of Labor and Industries schedule sets the Portland metro rate at $16.80, the standard rate at $15.55 and the nonurban rate at $14.55. From July 2027, Oregon's rates move each year with the national Consumer Price Index.
Washington uses one statewide number, adjusted every January. The Department of Labor and Industries announced the 2027 rate this week: $17.73, up 3.5 percent from today's $17.13. A few Puget Sound cities set higher local floors, but L&I's list of local rates includes nothing in Clark County. Vancouver, Camas and Battle Ground all sit at the state number.
Neither state lets employers count tips toward the minimum, so servers on both sides earn the full hourly floor before tips.
πΊοΈ Where the Wage Lines Actually Fall
A quieter line runs through the Oregon suburbs. The $16.80 rate applies inside the Metro urban growth boundary, which takes in Portland, Gresham, Beaverton, Hillsboro, Tigard, Lake Oswego, Oregon City and Wilsonville. Outside it, the rate drops to $15.55. Sandy, Canby and Estacada sit beyond the boundary, as do Scappoose and Newberg in neighboring counties. That is a $1.25 gap within Clackamas County alone, and a $2.18 gap against Vancouver once the new year arrives.
The job's address decides the floor, not where you live or where the company is headquartered. Under BOLI's rules, Oregon workers get the rate for the employer location they report to, and workers who move between sites get the rate where they spend at least half their hours. BOLI's site has a boundary lookup map for addresses near the edge. A Camas resident clocking in at a Hillsboro fab is on Oregon's rate. A Northeast Portland resident stocking shelves near Fisher's Landing is on Washington's.
One more wrinkle for bridge commuters: Washington residents who work in Oregon owe Oregon income tax on those wages, according to the Oregon Department of Revenue. Factor that, and the I-5 crawl, into any comparison.
π Why the Floor Is Not the Going Rate
Distribution centers along Columbia Boulevard, warehouses near the Port of Vancouver and the big health systems routinely post starting pay above both legal floors.
